Unlike the departments set up within the medical institutions, the independent medical institutions are independent legal persons, independent of the corresponding legal responsibilities. The four independent medical institutions should be unified into the local medical quality control system, strengthen the medical quality control and medical service supervision, and ensure the medical quality and medical safety.

According to preliminary statistics, as of the end of May 2016, Beijing, Shanghai and other 22 provinces set up a total of 323 Medical Laboratory (SOCIAL office 309, 95.7%), completed a total of 460 million cases of medical examination. In 3 provinces of Beijing, Zhejiang and Jiangxi, 6 pathological diagnosis centers were set up (4 social offices, 66.7%), and 2 million 50 thousand cases were completed by pathological diagnosis. 5 provinces in Shanghai, Zhejiang, Jiangxi and other provinces have set up 9 medical imaging diagnosis centers (8 social offices, accounting for 88.9%). 57 blood purification institutions (100% of social offices) were set up in 5 provinces including Shandong, Hebei and Jiangxi. 247 thousand times of blood purification were completed, and the average cost of hemodialysis decreased by 17.3%.

The Health Planning Commission said that the pilot work has achieved good results and accumulated useful experience. The next step will encourage the participation of social forces, set up independent medical institutions, develop towards collectivization and chain, and introduce social forces to increase the number of high-quality resources.
